For the exam: the recertification written exam is keyed to a specific manual edition. Confirm which edition and specification year the current exam uses — check ctqpflorida.com or ask your qualification coordinator — and study that edition.
For the field: on a real project, the current FDOT Standard Specifications for that project govern — not this 2015-era edition. Verify any specific number against the current spec before using it.
